John Properties in Maryland are 85% compliant, the law likely says they will have to conform owner change or remodel.

John thats not Landscape , its a Water collection system for storm water control as well as wash water control. If you dump water onto the landscape in this sistuation your polluting and water could escape off property and enter the MS4 witch would be a violation.

I'm sorry John I have way more education than the average Power washer, learned about the CWA 1983 working on de-con rigs for ground water testing. I worked with real educated professors and engineers that had to comply to strict laws to keep major corporations out of Super-fund.


Maybe you should come out to the LAs vegas Garage cleaning Jim's having. While your out here stop by Tony's and we can find a Garage and show you how to clean one properly.

Also looks like what your video is showing is the water recapture areas is built in with the landscaping as the surrounding area... If your saying Ron that no discharge should ever go the landscape area's and it false for anyone to say that's even allowed then why don't these places like what you show on the video just have it where the pavement dips downwards towards drains all around the gas station pavement like they are in parking garages(be advised though that even in parking garages they don't have the tilt right where sometimes the water never even flows to there drains and it just puddles up)

This is a frequent situation that I face, and almost certain their are others with similar issues.
For example a great deal of properties have "storm drain" inlets in the drive thru, no avoiding runoff there from rain events or from mobile cleaning operations.

But the local AHJ do not allow mobile cleaners to allow produced runoff into these storm inlets, and I can imagine that they can issue a warning or fine to a property owner for the condition of the hard surface leading to the storm inlet.

Like mentioned earlier Walmart has install systems similar to what Ron has posted of the Maryland fuel station in their parking lots. I will post pic in thread when next i go out that way.

If those are actually Storm drains you should report these to the authorities, I'm not telling you to rat out contractors but careless contractor & developers who in malice did not comply because of MOney.

Likely your incorrect about them being storm drains.

LOL Remember when someone thought they were smarter than US and tried to get me in a jam while we (Prokleen) were working in Maryland? They EPA guy said we had everything done correct by the law! Funny thing, we had no reclaim just did it like you always suggested that it should be done. That was in 2007 and 2008

The sad thing was that only 2 people knew where we were plus the environmental guy was sitting there waiting on us when we pulled up! Not even the property owner knew we were going to be there that night, we were supposed to have been in Manassas Virginia but we went on to Maryland since it was only an hour from where we were because it was raining.

Fun times!

Ron I have, and I am aware of my local AHJ requirements, I would advise anyone watching that video, that this is one jurisdiction in Florida. What the speaker identifies does not meet the criteria of my local AHJ and dont assume it meets yours.

A retention pond on property without a discharge to storm or US water ways is a particular circumstance, notice he says if detergents are used all bets are off even for his local, he also mentions it depends on how toxic the water is.

Thats where a mobile cleaner has to practice due diligence, the ones I have serviced are Storm Drain inlets, I call and get the required info from AHJ before a job.

The properties I have serviced are usually older and it does not mean the newer ones are built any better, ...........even if they where, .........I advise that you get permission from AHJ to utilize for wash water discharge form any mobile cleaning activity parameters.

I can fix this for you if you want, I have spent my life fixing them for guys who eventually lost there shirts after they thought they would become elite contractors.

You could change today and make the world a better place for your children or keep polluting

Nigel, I often have to remind Doug each day. We keep hearing this negative unprofessional Approach of one man gunned by the PWNA.

Simple reminders, Doug you remember when they just ticketed a guy washing and said let the judge sort it out? Doug says YES

I say Doug now Dickers Said compliant properties are ok to wash without reclaim. He says YES

But we still keep hearing this Silly stuff about polluting the MS4 daily, how we are discharging into this.

I do not one create any waste while washing, I move and reduce waste in my process. Further if there is a Rain event that would create outfall at a later Date my reducing pollution created a better process than yours in cleaning. I saved the children

Russ S, your post being read by other individuals, may raise the question that I maybe one of the two that knew where you where in Maryland, are you referring to me as being one of the two?

I remember us speaking only once via phone, and I did ask when you would be in MD to call me so can met and do labor for learning, but you never called when in MD and we never met.

To all I am curious as to what is your opinion or your local AHJ position:

The municipal water supply before entering a property is the city's,
when it enters the property via the lines it is the owners responsibility, example : if there is a break in the transmission line on the property, the property owners are responsible for repair.
When the property uses water from any spigot or valve on property they are charged for "water usage charges" and "water sewage charges" they only spigots exempt from the latter are (example: irrigation/fire)

The mobile wash contractor arrives on property to begin their wash/cleaning process, they hook up and utilize the properties water.

Who's water is it after the cleaning process?

Who is responsible for disposal?

Thanks Ron for posting this like you have been posting this stuff for us for many years now and the good explanations about what you are talking about.

This has helped a lot of people around the country a lot to understand the CWA, the "No Off Property Discharge" issues and what all this really means.

Thanks again for all you did in Houston and getting Houston contractors back to work, Houston was really messed up do to lots of Mis-information for many years, people not understanding what the CWA really says and the officials in Houston making up things as they went along.

I am glad I attended a meeting there as I really could not believe how messed up those officials were, it was really eye-opening, especially when I asked them some questions that they had no clue of an answer to and then when someone answered, they changed their answers when other people got involved to show that they really had no clue about all of this.

What was really disturbing was when I asked a couple of specific questions and the officer (forgot his name) replied that you will get a citation and will just have to explain the situation to the judge and see what the judge says, instead of them using some common sense, looking at the situation (we can explain what is happening if they really cannot figure it out which is obviously the case in a lot of situations there that have happened) and seeing that nothing wrong is happening but they are very ticket-writing-happy to just write tickets and leave it to us to use our time to go talk to the judge and explain the obvious. It really was a shame what was happening there in Houston to the contractors there.

Thanks again Ron, you really made a huge difference there and there are a lot of contractors that will never know who it was who really went there numerous times to help them and got things going in the right direction.

Chris I thank you for the nice things, someone has to start handling this. Maybe over the few years I have left we can put in place some education owned by the industry not private company's.

Over 20 years our orgs own and have nothing, in a short time the UAmCc has started a process that will be the real program and standards built by our entire industry. Exciting times ahead
