To me it looks like an epoxy flake coating. If it's an epoxy, the stain may be from sulfuric battery acid. This acid will eat the color out of epoxies, polyurethanes and acrylics. There is nothing you can do about it except to grind it off and re apply.
If it is regular unsealed concrete, normally the silicone "stain" you see will be in the shape of a half moon because it was applied on a tire. This type of stain you would only see if the concrete was wet. Tire shine products contain similar silicone as penetrating concrete sealers. The stain appears when concrete is wet because water will not penetrate it. So in actuality the concrete it not stained at all, it is sealed. When the concrete dries the "stain" will disappear.
Now, if a customer wants the silicone removed there is a way to do this but I'm typing from my iPhone and my thumbs are getting tired. Call me if you need to know more.
