Most guys use way too much oxalic. The most efficient way to apply is via downstreaming. Make a concentrate by dissolving 12 oz of oxalic in warm water. Run that through your downstreamer and your deck will be neutralized without over drying or bleaching.
A tip for staining rail systems (I know you are doing a fence but this can come in handy. Cut a length of 2"x4" 7 feet long. Staple sheets (Walmart sells them for $3 apiece) or burlap onto the two by and you have a shield that catches overspray. You just move it from rail to rail and flip it to the opposite side you are spraying.
Note: Its worth mentioning that you should mix your oxalic with a surfactant so it spreads and penetrates the wood evenly. Without that surfactant you can get blotchiness. Also many guys don't rinse after brightening/neutralizing. Thats not a great idea because when an acid combines with a caustic a salt is formed that should be rinsed away.
