I think Jim has to put a berm around that and station three guards to lick up any trickle that might make its way through into that drain.
And a city councilman has to be present with a magnifying glass to make sure his steam isn't accidentally floating down into the drain. But the part about the city councilman varies depending on the jurisdiction.
