What can the fines range up to for improper discharge of wash water? Is it just the pw contractor responsible for this fine or would the fleet company be slapped with a fine as well?

The way it has been explained to me that is $10k each.
Give Ron Musgraves a call, he can give you a better explaination. He knows the waste water stuff better than anyone I know.
Give some details of what is going on. Maybe someone else can help or at least learn how to prevent this from happening to them.

There is really nothing going on, just curious. I have understood it to be 10K each as well. Just making sure I did not misunderstand.

I am sure that when the fines come down the municipality will let you know how much you need to pay.
