How low is the ceiling? As long as I have 6'6" of clearance, I can get in a garage.
All told, yes, a large sump pump, with a hose twice to three times the size you would normally need running to your filtration system or sanitary sewer should be sufficient. You will need to check with local authorities, though. Typically, they are more worried about solids then they are chemicals when it comes to filtration, unless you are using something that can damage the sanitary districts system.

The other expert says one drop of soap would kill all the fish in the sewage treatment plant.
