Pressure readings on pw gauge

I'm useing an 11hp Honda powered unit rated @ 3000psi/4gpm . Works great, however I recently installed a new pressure gauge & under full power, under load it indicates 3000. Release trigger & it loads up & holds 4500psi. Is this about normal? , or is the regulator off or something? The gauge reads 700psi at idle;, or with pump off. I have run this unit as above for app 25 hours total time. Jinbo.
 
The gauge should read "0" at idle or off, and the peak pressure to make it unload should be 10% over operating pressure.
