The ratio is 2.18 to 1 so it is for a 1450 rpm pump (engine running at 3161 rpm under load).

At a engine speed of 3600 rpm (maxed out) you would be at 1651 rpm on the pump side. This would make a 1750 rpm pump spin slower than rated making the gpm and pressure below specs.
