obstructed Access

would any of you consider this access obstructed, this duct only had dust in it so it was no problem, but if it had been dirty I don't know how much I could have done to it.

I am just throwing out for discussion, obstructed or partially obstructed access panels, the access panel exists, that is the good part, someone has partially blocked it with a couple of pipes, that's the bad part.
I'm asking what are your thoughts about how usable this particular panel was. I realize that this is not the best picture, sorry

Pretty much Sucks that you can get the access you need. What idiot would block the access...
