What happens if you dont neutralize a deck or fence after you clean it with a caustic cleaner/stripper?

What happens if you don't neutralize a deck or fence after you clean it with a caustic cleaner/stripper?

the ph won't be neutral caustics swell cells thus not allowing anything to penetrate the cells because they're swollen.

Will it hurt the life of the wood? I know you wouldnt be able to add a sealer.

Another question is why wouldn't you neutralize the wood?

after you clean it with the caustic they might not want it sealed and it has a nice dark tint to it im pretty sure. Im just getting into wood care/restoration so i have a lot to learn.
