Need help: Asphalt Seal Coating got tracked... (pics)

How would you clean this? Picture 1 is the before. Picture 2 is the test spot with about 180-190 degrees and a wand.

I'd really hate to turn this job down, but my approach just wouldn't be worth it.

Considerations:
I don't have any EBC on hand
3000psi/4gm heat up to 250 degrees
 
citra clean might work or asphalt remover from auto store
 
Since blacktop sealers are made from oil or tar I would suggest trying these:

D-Limonene
Sodium hydroxide
EBC

I have never personally tried to remove something like that, but I know that if all else fails, use Jasco Premium Paint and Epoxy Remover.
 
I am assuming that the surface is concrete that you wish to remove the Tar off.

Add kerosene to a strong caustic degreaser, apply with broom and then hit with high temp. The kerosene will not mix with the degreaser, that is why it needs to be applied with a broom but what it will do is cause the tar to flow. The degreaser will help this but also help in stopping the Tar /kerosene mix from staining the concrete elsewhere once it is removed. Do a small section at at time and you will get it sorted.

We clean a premises that runs Tar trucks and the above is the best we have come up with so far but if you have got something better, then I am all ears.
