yes with no water... most things are dry when moe pure so view it the other way around by saying 'liquid sodium hydroxide is just a wet/more diluted form of sodium hyrdoxide/caustic/lye'

Just as a side note on this, the place we buy from has 325 gallon totes of premixed caustic. I didn't ask them about price and have no idea who they sell it to.

It worked great. But in my opinion, why buy their water? but it seemed to have some kind of thickening agent in it also. I just diluted it till it was thin enough to spray using my shureflo pump and it warked great.

OK here is the Caustic Dilution Tables everyone is requesting. It is based on 100 Gallons. Hope this helps.
