Not true, They just haven't had a Google wide update in about 3 months, becasue of some new changes to their PR rating systems, but soon, another evaluation will go out, and PR's will be updated

When they are updated then all the old backlinks people had that the domains are no longer in use will be dead links and no juice. So the people on here who have higher ranking sites due to dead links will be losing their juice...?

It's Possible, Some sites with a High PR rating now, that you may have a link to could go down in PR value and in turn bring the power of the link a bit lower, But its not a whole lot to be concerned about, while we will never ever really understand the way google evaluated sites, its always good to build as many pr 3 + links back to your site just in case.
