Hydrolic Oil Cleanup

I have to bid on a job that has concrete pads under solar panels. There is biodegradable hydrolic oil leaked onto the pads. It is dried up.

What would be the best chemical for hydrolic oil on concrete and some painted metal?
 
Caustic will do quite a bit if you let it sit a long time and refresh often. I heard sodium meta silicate was better than hydroxide for mineral oils.
 
I always use my recovery system on hydraulic spills. Spray it with Metasilicate based detergent, let it dwell for a bit, then hit it with a surface cleaner, and suck it up. It usually looks amazing immediately after, and often, after being baked and bleached by the Arizona sun, you cannot even tell it was there a month later.
I am not sure of the effectiveness of this on a biodegradable oil, but I would bet it is designed to break down even more easily.
 
I agree with what Scott said, if the oil is biodegradable or not recollecting is most always necessary when dealing with oil spills.

I use the same treatment, there is usually a slight shadowing left behind but the sun and elements usually make it disappear within a few weeks.
