Heavy paint

I was called for a graffiti cleanup and it turned out to be a huge mess. Someone threw a combo of oil,latex, and varnish on a painted cement wall, aluminum roll up door and asphalt alley way.
Test patches were unsuccessful, with the exception of stripping it to bare surface and then having to repaint it. The globs of paint are as thick as 1" in places.
The client called a graffiti control company and they ran away saying that they were not equipped for the waste recovery and referred me for that reason.
I told the client that I would strip everything, repaint and reslurry the asphalt in front of the unit. What would you guys do, and what would you charge? I did not include my bid in this post, so as to get a neutral opinion on pricing. What would you charge, for this mess, regardless of the area your in.

Hi Mr Alan,

I would use our water blaster 10,000 psi @ 10 gpm.

The paint would still be a solid rather than using a stripper and turning it to liquid. Would use a waste hauler for whatever waste that was generated.

Would bill at time and material.

Well, here it is. Will send out invoice and wait for any concerns after inspection.
