Hey John-- I simply wouldnt paint it. It will come up anyway.
Besides dont you want to return every so often and clean the area?
If you paint it and return to clean it will come up when you attempt to clean it.

John,

Look into an acid stain - it won't flake or peel like paint. H&C makes an acrylic that we put on a driveway last year (yes they will have your battleship grey) It's held up beautifully. As far as the rust stains, try cleaning the entire pad with an oxalic acid - that will generally lighten up the rust stains dramatically. GS Restoration (www.eacochem.com) is a mild hydroflouric (I think) with oxalic. It did well for us on rust too.

Thanks Ill Try Oxalic.. My Chem Company says they don't keep it here in Jackson but one of there other locations has it but they will have to have it shipped .. I will call them tommorrow and get some and give it a try.. By the way in order to stain the concrete battleship grey am I Going to have to get all of the rust and the old paint up so it will look right.. Also do I need to Etch...????

Hydrochloric, Oxalic and Ammonium Biflouride per MSDS. What they don't say is that the ammonium Bi will produce trace amounts of HF is burned.
Ammonium Bi is also the main ingredient in Klenztone. Except for battery rust, it has served me well.

Depends on type of rust. In addition to the above, try rust out - Walmart. Believe this is metasilicate based.

I would give echochem a call. I used their "SafeRestore" on a job I had awhile back. Rust stains on the concrete and along the walk under a hand rail. Took it out and cleaned the concrete as well. A little on the expensive side but for me it was a life saver on the job I had.
