Graffiti Project bid?

I'm bidding on a graffiti removal project on Wednesday morning. Below are some pictures. The surface is old painted stucco. When I rubbed the white part it came off pretty easy with my thumb. Do you think its safe to use Tag-away? This is two tags. In the second on there is a 20 dollar bill in the ground for reference. How much do is a fair price? Sorry about the size but I wanted to make sure everyone could get a good idea of what I'm looking at. Thanks in advance.

As Scott and Bryan said, just paint over it, or better yet remove it and then clean it to remove all the paint, repair it, and then put a couple fresh coats of paint on it. Whatever graffiti removal product you use is gonna take the paint off behind it leaving a shadow of the tagging.
 
We would advise against painting over. You won't match the paint and then you're going to have a big clean spot for them to tag again.
