Gov't contract language

Im looking over a government contract and after pages of gibberish I find this phrase.

"Easy to understand: Content of each Part does not contain unidentified acronyms, unexplained complex terminology, or verbiage that a nonprofessional of power washing could not understand."

There are 48 pages of unidentified acronyms, unexplained complex terminology and verbiage that the reasonably intelligent cant even fathom. Go Figure.
 
On every government contract there is the boiler plate, that covers the basics, then the contract specific parts. Likely, it was only the job specific parts that they were referencing. Or, it could have been written with a particular contractor in mind.
