It will do 10+ gpm, but with 21 hp, you'll need to run about 2,500 psi. If it is now set up to do 6 gpm, you'll have to re-pulley it and get new belts to speed it up

If they pulleyed the pump to run at 1450 RPM then the pump is capable of producing 8.5 GPM at 3000 PSI which means your 24 HP engine system will produce those specifications.
If the pulleyed the pump to run at 1750 RPM then the pump is capable of producing 10.2 GPM at 3000 PSI HOWEVER they would have had to put a 28 HP engine on the system in order to produce those specifications.
Yes you can make that a dual gun system. It is not as simple as installing another gun. Call our 800 number Monday and we can tell you how to do that and make it work flawlessly.
