When treating effloresence, the steps I take are as follows:
1. Brush off "scaly" material.
2. Rinse with water and allow to dry a day or two.
3. Repeat step 2 a couple of times. If salts diminish, then continue. Otherwise try the muratic acid idea.
Effloresence occurs when mineral-containing water in the brick moves to the surface and evaporates, leaving behind the salts. If there are a lot of salts AND if there is a continued source of water, then one of the two must be eliminated. My experience is that uncaulked windows, etc. are the main water source culprit. I get paid a lot to seal brick surfaces, but I always recommend the above before having the client spend money on sealing.
