Concrete on vinyl

All too often I see little bit of splattered concrete on the vinyl house where they poured the drive or front patio. Is there anything that will remove it safely? and where can I get it?

I think Sure Kleen 600 http://www.prosoco.com/ProductDetail.asp?ID={3DD244A3-CBD3-44DA-8368-C1C4EC52F4AA} Will work. It is used to remove mortor tags from new brick work. When you apply it you can see the acid working on the concrete. I have bought it from the brick yards. Other places that sell Prosco can get it to.
