How much water to add to a mixture of 73% calcium hypochorate powder to produce a mixture of 12% bleach ????

Im assuming your using this to bleach out deck boards and not swimming pool applications?
We use regular Chlorox Bleach. Some of the guys put it in a different container before arriving at the job site,as not to disclose to your clientel what it is that cleans the wood so well.

I would be interested to know what ratios are being used for the mixing of a bleaching solution, and is it more cost effective then buying regular old bleach products all ready to go? Goat

You can purchase sodium hypochlorite solution up to 15% concentration. I had a swimming pool years ago. The granular chlorine does not dissolve easily. It would be easier on you to buy it alreary in liquid form. In answer to your question, though, assuming a drum of solution weighs approximately 500 lbs, for 12% at 100% sodium hypochlorite would take 60 lbs, and 76.5 lbs of 73%
