Black Streaks from windows

I've washed a few homes, new and older with vinyl siding with (black, dark grey) streaks coming from the 2 lower corners and run down the vinyl anywhere from 3 inches to 2 feet.
Unfortunately the camera isn't working too well, so I can only describe things.

I've used house wash weakest to strongest.
Industrial degreaser right from the jug only slightly faded the lower living room window.
I've used 210 degrees.
I've used the siding brush and rag.

Afterwards while the vinyl's still wet, the streaks are dry, at higher areas of the house the dry spots look chalky and even flakey.

The siding is from 1997, a farm house, so I'm sure the fields and environment have an affect on it all.

Is it from aluminum, in the window frame, outside the window?
Hoping its just an easy solution.

Help would be apprecioated.

I know you said that your camera isn't working too well, try to borrow a camera from someone so we can see what you are talking about, so much easier to help when you can see what you are talking about.
