I just have to say it, why would a Hood guy pay a fee over the life of the agreement. We in this industry are not aware of this type of agreement. Subs in this industry frown on subs within this group, but to draw from some city and not versed in the industry is a stretch.

If I get a lead out of my knowledge I just call and give it to the guy and in turn you would do the same for me. When you are wheeling and dealing you accept to a degree liability for the hood cleaner, regardless as to what he signs. If a fire happens he becomes a target, plus you become added to the list.
