Advice on Concrete Stain

Hey guys. The picture shows a foot print stain from someone walking on these NEW steps. There are six total stains like this. The stain is from someone walking on a fresh asphalt covering sprayed onto a parking lot and then up the steps. Can this be removed without further damaging the new concrete steps for a restaurant entrance?

They tried a cold water pressure washer with no chemicals then sent me these pics when only part of the stain came up. Would sodium hydroxide and hot water do it or some other specialty chemical? Thanks!

I have a potassium hydroxide mix and a sodium hydroxide/butyl mix along with hot water I will be trying next week. Maybe a tar remover later if these don't get up the stain. Will follow up if one works. Thanks!

Any of these work out for you? Ive come across this same issue a few times now...
 
Get Jasco premium paint and epoxy remover.

Wet the steps so they are damp but not puddling. Pour jasco on the stain. Wait about 1 minute. Don't let any of it dry. If it does lightly mist the concrete and stain with water. Take a #1 steel wool and LIGHTLY work the jasco into the stain. It will come right up. Neutralize it with an alkaline degreaser and with warm water rinse it off. Don't use hot water, use warm water about 110 degrees.

You'll need good rubber gloves and don't get this stuff on your skin.
 
The two mixes did not work at all on the stains. May try what Craig mentioned above the next time I see this.
