How many install access panels, I can see this being a bigger liability than leaving fuel.

Have a fire in a system that didnt have one and pooffff, the place goes up under a normal fire.

If there were proper access, maybe the "pooffff" would have never happened. I think someone with KEC experience should chime in, but I think you would have to agree, the more fuel...the bigger the fire.
 
NFPA requires access doors every 12 ft and at turns. Local building codes should have this or a similar standard.
