Can't Get Full Pressure??

Is ther a pulsation or vibration when you pull the trigger? Seals or Unloader. There is also the possibility that it is in the valves and possibly the Orings are bad. It could also be that the engine is bogging down and not allowing full RPM's. there are too many variables for a solid answer.
 
Daniel, it could be all or any of the above. Adapt the hose from your tank to the pump for a garden hose and pressurize the inlet. Look for leaks in the line, strainer, and pump head. Start it and see if it feels good. If it doesn't check for a bypassing unloader by pinching off the bypass line while you're spraying. If the pressure doesn't change, it's probably not the unloader.
 
Watched the video, first off the pop off valve is probably what is allowing the pressure to fall off, in which case I would say the check valve you showed is leaking, both Matt and I watched and agree on this one.

I'm on my second pressure relief valve already but I believe you're right about why the pressure drops slowly - but that wouldn't explain why the pressure will not get to 3000 psi would it?

The check valve would be the first thing I would check, however I would also separate the units and check them independently, with the proper tip in each of them, I personally would also add a high pressure ball valve to each side so that in the future I would be able to isolate the issue a little quicker to at least which machine is the causing a problem.
