Spraying HD-80 / EFC-28

Can HD-80 and EFC be downstreamed onto a deck, or do you have to use a pump-up type sprayer?? If downstreamed, do I just mix it stronger in the bucket?

The way it is mixed 2lbs per 5gal h20. would cause it to be very expensive to DS.
