Workers Comp Nightmare! Roof cleaning Commercial

We just did a pretty good sized Condo Complex for a management company.
We are owed about 5 grand, and before they will send it, they asked for a copy of our Workers Comp insurance certificate.

I "downsized" my company last year, and we no longer have the over 3 employees that would require us to carry full time workers comp.

So, I just got off the phone with Talahassee, our States capitol, and they told me that I could get a Workers Comp exemption, but it will take about a month,
Here is what they told me.
First, one must call a company called NCCI, whatever that stands for, at 1 800 622 4123 , and be assigned a 4 digit "Class Code"
That was painless, we simply told them we are a cleaning company, and that we are.

I then called the Florida division of workers comp, 1 800 742 2214 and they will mail you a form you have to fill out, have notarized, and send back to them.
They told me that they will then "put you on file" as being exempt from Workers Comp.

I am currently awaiting the form.

Another person there told me that to TRULY be exempt from WC, you should be a corporation, and not engaged in ANY construction.

I feel "confused and abused", LOL

I have never deliberately went after big commercial jobs, choosing instead to build my company base on thousands of hopefully repeat residential customers.

I felt that having only a few, big accounts could make you very vulnerable to competitors who might cut your throat, price wise ?

We have nonetheless done many big, commercial jobs that kind of "fell" to us because of personal relationships, referrals, etc.

Never have we had this problem, until now.

A full time Workers Comp policy is VERY expensive, especially when they find out you go up on roofs.

I would like to hear of other small/medium sized roof cleaning contractors experience in this, since this issue can effect us all ?

One of our extinguisher accounts wanted us to have a million $ liability on our vans. I called the insurance company and was quoted a price. I called the account and told them the cost, asked them to cover the additional cost and they agreed.

The same company also wanted us to have 2 million in service liablity. The extra cost was about $400.00. They also covered that.

Now we can tell our accounts we have 2 million in liability insurance. my cost was zero except for a few minutes of my time.

We also have accounts who want to be listed as additional insured. I send them a separate invoice clearly stating the cost, wiht a small mark-up.
