Spotting at the bottoms of EVERY window, what gives?

We see this very often when we wash buildings, its a line of spotting going up about an inch high, its a little more than just spotting it has a tail drip to it also. We are not window washers and have it our contract about these spots. Its mostly fairly new buildings we see it on, 1-3 years old. Like to know the cause of it and a remedy that I could offer the property. When asked I recomend hiring a window cleaning company
 
Either the silicone or the plastic from the window is leaching on to the window. A little bit of steel wool or brass wool will rub it off. But its a film caused by the heat of the sun and leaches on the glass.
 
We run into this as well. With the WFP system you are a little limited on what you will be able to do. It sounds like you have a leaching bottom gasket that will need more pressure and abrasion than hog hair can generate. You could take a couple of approaches. The easiest would be to try cleaning a first floor pane to figure out what works of course. I would see if a regular applicator rubbed across the white lifts it. If you aren't so lucky the next step would be to use bio-clean which is an abrasive pumice paste that might work and isn't caustic, here's a link. http://www.perfectproductsonline.com/bioclean.html You can apply it to a small towel and rub and it may do the trick. We use it on hard water stains and even as a glass refinishing compound. If you are this lucky you could use a 27' extension pole and hit the bottoms and refeed the panes with the WFP. If this doesn't work you are stuck with getting your nose on the glass. You can either 0000 wool the glass and possibly save yourself from rewashing the glass. If the 0000 wool doesn't work you are left with CC550 or the like and that is a major time burner and caustic.
