Rust coming through concrete

I have a customer with rust coming through their concrete I am guessing from the rebar. Is a heavy dose of OX the best way to go after this? What kind of results can I expect. I've cleaned plenty of rust but not coming from the inside of the concrete like this. I am not sure with the porosity and it coming from the inside out how clean it will actually come. There is about 4000 sq ft. This is a really bad pic(it is worse than it looks) but might give you an idea. .

I encountered that a couple of months ago and ox had NO effect on it at all. I am curious if there is a way to get this up or at least lighten it.
 
Larry what's the mix strength and how are you applying it?

For apps like that I just use a pump sprayer. Aprox 2 cups to 1 gal of water. I don't really do much measuring. I'm pretty much a dump, mix, spray and go kinda guy. LOL
 
It looks similar to Ox but does not contain it. Looks like it has some buffers, organics and inorganic acids. Hmmmm....

The bagged ox that we have is a little over 99% ox.

:stop:VERY IMPORTANT!!!!!!!! KEEP THE OX AND (SUPER) IRON OUT AWAY FOR THE SH OR SODIUM HYPOCHLORITE OR BLEACH!!!!!!! They are opposites.
 
Here are some better pictures of this place. I tried a strong mix of OX, a product from Florida Chemical that was Ox and phosphoric, and a product that was hydrofluoric and sulfuric. Some I even tried strait and nothing made a dent. I am at a loss. Any suggestions.

I'm really surprised that the OX didn't do it for ya? Paint it and be done with it...lol

If the rust is indeed coming from the wire mesh (rebar is rarely used in concrete unless it is pads or roads designed for heavy PSI) then assuming you could make the surface rust disappear, it will only return in a short amount of time.

That being said, I have never heard of wire mesh or rebar bleeding rust from the inside out.

If it was just surface iron rust, the Oxalic acid should of done the trick.
 
I agree with Jim thats not from the steel mesh. That is one weird stain.
Only thing I have come across that resembles that but NOT to that degree is fertilizer staining.Have you tried muriatic?
 
It looks like they had sheets of metal on top of the concrete, I have seen rust stains that looked like that when they removed the metal.

The part with the truncated domes looks just like a sheet of metal was there, probably a form to help make the truncated domes or help set them.
