Pool deck question

A customer contacted me and ask it I could remove cloudy spots from his pool deck. I went out there and the person who cleaned and sealed his stone pool deck didn't allow it to dry. So there is moisture trapped under the sealer. My question is what the best way to remove the spots so I can reseal it. Thank you for any help.
