Please help with 2 step washing

I am looking for more info on 2 stepping.(and I am not talking about dancing) I am just confused about it's process and what is 2 step and what is not.

Processes I do know, but what are they called?

A.) I know people that apply a prouct/chem let it dwell then rinse with high pressure water.

B.) Apply a low PH chem, let it dwell then rinse with a High Ph chem. (then do you rinse with water?)

C.) Brush like heck with soap and rinse with high pressure water.

I think A.) is known as One step B.) is 2 step and c.) is brushing.

What is better?

i am a bit confused.
You talk about EPA in NJ then talk about 2 stepping.
If you think you can find a way to do both use 2 stepping and stay compliant. I want to know all about it?
The acid will put what is called Heavy Metals in the water and you will have one hell of a time to get rid of any waste water.
In NJ to stay compliant you need to roll out a tarp and recapture every bit of wash water. NO ONE WILL EVER PAY FOR YOU TO DO THIS. TRUST ME.
This is why the biggest truck washer in the state still hand brush's every truck and use's very little water.[JUST TO RINSE]
FLEETWASH.
I WILL BE WATCHING YOUR EPA THREAD VERY CLOSELY.
I can tell you how to 2 step and im sorry i missed that round table meeting.
