Hosetract swivel

An electric reel craigslist find. It was brand new. We well use it as a pressure hose reel and will put on a superswivel.

But what the heck is this thing? Apparently its a feed line swivel but it doesn't move freely. Can this be greased up and used?

That's a swivel connector. It swivels until it tightens and doesn't move. If you take it off, you'll probably be looking at standard pipe thread sticking out.
