On Wednesday I had my test at the Gwinnett County Stormwater dept.
With my Environmental Clean and Recovery rig I was recovering the water before it got to the drain but I still had to go and get a drain cover (magnetic / water pillow or sticky cover) and a sand sock to divert water as if I was using some collection method like a sump pump etc. I filled a 10' sand sock with water and with a couple of pvc fittings and a fawcet so I could empty the sock easily after use, and got a magnetic sign to cover the drain and was approved. My name is on the list as a company that is capable of recovering surface cleaning washwater and adhering to the regulations.
I think this is a great system that they have set up and guess what - no low ballers.
Basically nothing but rain down the drain is what they are sticking to.
