deck cleaner components

I have a deck cleaner that is made of these components...
Sodium Metasilicate Penta
Sodium Hydroxide
Ethylene Glycol Mono Butyl Ether
Sodium Hypochlorit

Is it a stripper, cleaner, or both?

anything with sodium hyd. in it, i would concider it a stripper.
Cleaners are more percarb based and can still strip some failing finnish's.
Sounds like an excellent degreaser.
 
I would say that the percentage of each chemical in the mix would be a key determining factor as to being a cleaner or stripper.

Examples of cleaners:
- Clorox (6%) contains less than 1% Sodium Hydroxide
- Hand soaps - contain less than 1% Sodium Hydroxide
- Large number of household cleaners contain under 2% Sodium Hydroxide
