Black Spots ???

I went to do a job on a house the other day and noticed little black specks all over the front and one side of the house. At first i thought they were spores from a plant but no plants were producing them. The driveway and porch were covered too. I searched everywhere for the source and finally noticed that the specks showed up anywhere that the red wood chips in their flower beds were at. I dug into the chips a few inches and the specks were all down in it. Thay have a sticky tar like feel and can be scraped off with your finger nail but will not come off with water or chemicals. ive used progressive pressure and heat but nothing is working. Have any of you guys ever encountered this ?
 
Thanks Larry. I printed off that info to take to the homeowner. Hope that wasnt too much of a rookie question. Just never ran across that problem where i couldnt get it clean. Thanks again.

We are all still rookies. We never stop learning new things. :)
 
I can take them off with 210 degrees heat.
 
Before bidding, do a search for Artillery Fungus, a major pita to clean, after reading about how people hate it, and see if you want to spend most of your day on that one job fighting it. It is no joke, some methods work better than others but charge a lot, a whole lot.
