Probably never, but one can always hope. Its a shame that companies can get away with this, and the only way it will might ever improve is if we get regulated.
The worst thing about this location is its a hospital, can you imagine what would happen if this thing went up in flames? I gave them a bid a couple of years ago with pictures (its much worse now) and not only did they turn me down, they stayed with the company they were using even after seeing the pictures. This place is "serviced" every 30 days and they were just there. They could have at least cleaned the plenums, no?
It reminds me of that saying: "Fool me once, shame on you. Fool me twice, shame on me."
