Painted corrugated metal hanger. Any help appreciated.

Don't do building wash, was thinking 1) house-wash-soap or 2) two step like a truck wash or 3) spray my cement soap which will take a layer (oxidized layer only hopefully) and leave fresh paint. I like to put soap on full strength but if something can be downstreamed strong enough I would do it.

house wash, probably. heat or too much soap may take paint off.
 
Do you think that might be bird dodo instead of rust? Or some kind of a nest, are there bats around there? The staining appears to be localized. Most of those types of building structures use a polyester type paint. Just some info, No clue what to use to do the job.
