weird paint stain

This is the entrance of a residential complex that we cleaned and the management asked if we could remove a blue paint spill right in the front. The day we did the job, I had some left over caustic which I brushed down on the paint. After short dwell time the blue paint faded out, but as soon as I neutralized the caustic, the paint showed up like it was never touched.
I am going to the neighborhood tomorrow and wanted to stop by and try this paint again with something available at the general stores. Any ideas here please?

Scrub in some buytle degreaser and turn the heat up, you should be able to wand it off.

That's what I did the first time. It didn't work. Then I finished the whole entrance and tried the caustic, didn't work either. I have no idea what kind of paint that is.

When I was a construction manager the painters used to use Denatured Alcohol to remove paint from the concrete. Might work on pavers.

Did you ever check to see what they actually painted that on before they spilled it? Might give you a clue as to what type of paint it is.

The other thing you might want to try is a really good graffiti remover. It can do stuff to paint that products in your regular arsenal may not.
