Depending on how complex you want to get, there are plenty of options available. I did my first website with yahoo. They have a reasonable startup cost($25.00 or so) and then you pay per month. The software was free and reasonably easy to use. I currently switched to godaddy.com to save some money but their program is a little harder to use. At least yahoo was simple enough.
Most companies will register your domain for free signing up for hosting. you can then transfer it after 60 days usually.
