"Waxing" issue on stained wood siding?

Has anyone ever ran into the "waxing" of stain on wood siding? I had never heard of it until a few days ago. A painting friend of mine asked me about it because according to a Sherwin Williams bulletin that's what he determined it was. It sounds to me though that it happens on hardboard siding, I guess that's something manufactured,..just a guess though. The house he wants me to look at is supposedly cedar with a gray solid stain. From what I gathered it only happens to this processed wood because it has the "wax" or whatever in it and bleeds out through the stain.

Any input would be appreciated.

Lots of times cypress is mistaken for cedar; same look but cheaper. If its hard siding, find out if its the old masonite or if it is hardie. Stain penetrates and paint covers, but 100% acrylic Woodscapes is close to a paint as you can get, except maybe Cabot. I've always heard that certain woods (cypress, teak, maybe ironwood, etc) have "oils" in them that allow them to stand up to moisture better than others. The Sherwin guy should be able to ID the problem, maybe you could test-clean a spot for painter to test-paint. Sherwin is pretty good about customer service, if your painter is gonna buy 20-40g of covering for a paint job, the sales rep usually will come to the site, if needed.
 
Thanks for the information, I went and looked at it today and it is typical black mold we see everyday. But the waxing thing was a new one on me either way. Again though, thanks for taking the time to give the information.

Is this the oil base veggie oil?
