Vinyl cleaning help

Hey guys. I have been searching on PWI for some help but I am still unsure what to do. I had an HOA contact me this week to see if I could remove or even lighten spots on the vinyl in an apartment complex. I applied 3 coats of HW at 40% SH 12.5 and 60% water then downstreamed at 10:1. We also scrubbed it with smooth bristled bushes. Do you know of any product or technique to improve the look of the vinyl. I have attached a picture. Your help is gratefully appreciated

Mix is very weak. Even if you DSed 100% SH at 10:1 it will still be weak. I use 100% SH (10.5%) and a 2.1 DSer (approximately 20% draw) and get good results. Applications obviously vary by the job, but I consider it a good starting point.

Also, it looks like you either didn't get complete coverage or didn't rinse very well. It looks like the mix was just slung on the wall and left to dry.

Was the discoloration there before you started?
 
Try brushing the entire surface with F13. It will emulsify the oxidation and allow it to be removed easier. Not sure what was used on that siding to cause that, but it looks like a degreaser was used on it.

Run away don't try to fix somebody else's mistakes cause if you can't they will only remember the last company there.Thats very bad looks to be more than oxidation.
 
It was washed in July of 2013 and yes it is from a pressure washing company. This is for a large Property management company in my area. I started doing all there locations after they had two apartment complex end up looking like this. I made the other location look better but this one was the worst and I couldn't get any improvement. Thanks for everyone's input
