unloader problem: spike in pressure

After I set my pressure around 1500 psi, the pressure spike is around 2100 every time. If I set it at 1350, its around 2000.

There's really nothing wrong with that. Even if you shoot for 10% over operating pressure, it all happens so fast that the unloader can't catch that exact 10%. I wouldn't worry about it.

What can you tell me about mine Russ?
My unloader is set at 3000 psi. While running in bypass it drops to about 2000 psi and spikes back up to 3000.
Whats the deal?

Either you've got a leak, or the unloader needs rebuilding / replacing.

What kind of leak? Input, output or both?

Output. Sounds like the trapped pressure is bleeding off and the unloader is resetting itself.
