Time for rebuilt?

How do you guys determine when it's time to have your water pump rebuilt?
I guess the bucket test could be one way, but is there any more dedicated and precise way to determine the condition of the pump?

Also how do you determine when the swivel of a surface cleaner needs to be rebuilt?

Here's an example of one of my surface cleaners on which I noticed a grease leak from the bottom:

Is it dripping out of the weep holes or peeing? Is the swivel loose? I will give you a call in a minute.
