Supreme Court WOTUS Decision / Reclaiming

Does anyone have a legal read on the Supreme Court case announced today with respect to reclaiming? It sounds to me that if a waterway isn't continuously connected to Waterways of the United States (oceans, rivers, etc.), then they are NOT WOTUS, according to the ruling.

I live in kind of a desert city where we don't get a lot of rain and we have no major waterways. We do have a river that's dry 350 days a year. However, the EPA has claimed it's a US Waterway. I believe the SCOTUS ruling negates that and we no longer have to reclaim unless your city's storm sewers feed into a continuous waterway.

Does anyone have a different read?
