State Licensed Hood Cleaner

Is this legal? A customer asks you to give him a price on cleaning his system. You, as a licensed by the state hood cleaning tech go there. You find the system not to be up to code structurally. Keeping in mind our expertise is in cleaning only. Is it legal to put non compliant stickers on the hood and report it to the fire inspector if it is structurally non compliant? You were not hired for anything yet, but still put the customer in a difficult position when the Fire Inspector takes action? It seems as though the fire inspectors encourage the tech to do this but do not accept any responsibility if it is found to be illegal. Additionally do you think the potential customer will hire us? To me it is immoral to say the least. Seems like putting a fox in the hen house scenario to me. It just feels wrong.

Secondly, a tech gets licensed. He / she is in charge of a job. Their name and license number goes on the sticker on the hood. If there are some non compliant issues on that job and the tech does not notice or does not report it to the Fire Inspector, the tech could be fined hundreds of dollars and lose their license for a period of time. Why would anyone want to get licensed. All that does is expose them to fines and penalties. Where the average unlicensed tech can work without the fear of those things. There has to be only one licensed tech on the job. Techs can be licensed but not the actual businesses. Any legal minds out there that can offer answers?
