The Department of Veterans Affairs, Coatesville VA Medical Center 1400 Blackhorse Hill Road, Coatesville, PA has a requirement for gutter/ downspout and flat roof cleaning. The solicitation will be available on or about Friday, 23 2009 to the Federal Business Opportunity Website. Offers will be due to the Point of Contact by 9:00 a.m., November 9, 2009. Notice of Set-Aside for Veteran-Owned Small Business Concerns: (a) the proposed contract is 100% set aside for award to veteran-owned small business concerns. Offers or proposals from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. The NAICS code is 238160 (Roofing contractors) with a size standard of $14 million dollars. This means that businesses furnishing the services described below, with average annual revenue under $14 million dollars are considered small businesses. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the Department of Veterans Affairs and will not be returned. The requirement is for the following services. Vendor will furnish all materials, equipment and labor required to perform gutter cleaning of the buildings located at the Coatesville VA Medical Center, Coatesville, PA. Gutter cleaning shall include the removal of all debris by hand and placing debris in a bucket to prevent falling on the property or staff/patients or visitors. The debris will be removed from the government property at contractors' expense. The estimated number of buildings is 55. Gutter cleaning shall be performed from the exterior of the building and will be accomplished by the use of scaffold/platform, boatswain's chair or other means as standard for the industry. Equipment needed to clean gutters, flat roofs and down spouts shall be the responsibility of the Contractor. The equipment used must conform to all Federal, State and Local safety requirements. One building is five stories and the other buildings are three or less. (Including our passage way). Period of performance shall be between October 1, 2009 and September 30, 2010, with an option to extend the period by up to four additional years. Exercising the option to extend the contract is at the sole discretion of the VA Contracting Officer. Service shall be provided twice (2 times) per year (Spring and Fall). The exact dates and times shall be coordinated and approved by the Contracting Officer or their designated representative. For the purposes of this contract, a gutter shall be defined as all of the area used to channel water away from the building, including downspouts.

Solicitation will be released on or about October 23, 2009 with a closing date of November 9, 2009 at 9 a.m. A site visit will be scheduled for October 28, 2009 at 9:00 a.m. All questions are to be in email format by October 30, 2009 to the point of contact.
