Oxidation (?) on Vertically painted concrete

I was looking at a job today that consists of a large vertical concrete building that is grey and has a 2 foot dark blue stripe painted around it 10' up. It appears that oxidation may have caused the grey color to streak down over the blue stripe. I tried using a surfacant with a bleach mixture, hot water pressure, and some scrubbing. Alas, to no avail! The surface is about 11 years old. They want me to try to fix it by Monday 9/3 if possible. Any suggestions?

Got any pics? Be kinda helpful :) Is the gray part painted or are they possibly stained brick?
