Tony's right. They have for several years. I have a friend with a wrecker service. The cops come in to remove and retrieve data such as speed at the time of a crash, if the brakes were applied etc. Certain GM models. Big brother really is watching.
 
And you can't take a catalytic converter off, can't replace your own freon at your home,

No you can't take it off, but they can't see if there are still any guts inside it or not!!

Actually every car sold in america since 1994 has had this technology. To include:
seat belt use
throttle position sensor
speed ( is based on RPM and gear at the time not your speedometer)
tamper sensor on odometer
WOT sensor ( wide open throttle sensor)
idle RPM ( includes time spent idling)
all egr codes
all system error codes
if system was ever "flashed" to remove codes or allowed to operate in diagnostic mode ( rev limiter is disabled) allowing higher top end and no max speed shut off based on speedometer
foriegn system modification ( you put a chip or tuner in your diesel truck) This will auto void your warranty for a ford or a duramax chevy.
